I think at 260 euro for a new laptop you have to take what you get. And that will be all, but not guaranteed to be quick😅

Lower your expectations. Clear.
Raise the stake. Clear.
Reduce the field of activity.
For the amount you will not find a laptop (neither used nor new) that processes videos properly without being able to go into hibernation.
Your requirements are relatively high, your price for NEW is not feasible, starts at around 500 euro.
Used… That maybe a little over 260 euro.
