Get a list of the programs you need for the university. The equipment is based on this.
If a laptop is generally not required, then this is a pure decision of yours and the equipment is geared more towards your requirements.
A PC is always superior to a laptop in terms of games in terms of price / performance.
Unity is for games. Not university.

Why can't it be a laptop? What speaks against it?
A laptop is much weaker than a PC, of course. However, my laptop has Unity and runs like butter. I have an Intel i3 processor with 8GB RAM. But it takes until you can go into programs. So, at least an i3 with 8GB RAM. If you ever want to switch to Unreal, you need at least 16GB RAM.
