Windows new function for mobile phone on the PC?

When I switched on my laptop this morning, a blue window poped up with something from the PC and smartphone, but I no longer remember exactly what was there. I could choose between "Next" and believe "Later". Then I chose later. Since then there has been no notice or request.

Can someone tell me what it's all about. Maybe someone else had that on their PC.

So you can synchronize pictures, website history etc. With your mobile phone.

Is this new or have I just not discovered it yet and how can I activate it?

I think I have been in Windows since 2019
