Error code 0xc000000f?

I got a used laptop a while ago. Now I wanted to reset it, but it always shows me the above error code. I have a Toshiba laptop with Windows Vista, if that helps. I would be really happy if you could help me to get it back.

PS I do not have a recovery CD

Without a Windows CD, you will not get far if a system-relevant file is missing.

But you can also burn the recovery CD yourself.
