Ark g portal to set automatic globalbachricht?

I got an ark server and wanted to know how to insert an automatic global message in ark. Z.b if I want to do an update so kind of countdown. And secondly, I can somehow by laptop or mobile phone see what the players currently do on my server so?

You have to MOTD on that is the message above because you have to write this! There's no app, unfortunately!
