I wanted to buy GTA 5 but I only have a notebook and, to be honest, I don't know very well with computers, so I wanted to know if someone can tell me whether the laptop can handle GTA 5 and how much fps I would have on average for my component are the following:

Yes, it works… And as always, the completely unsuitable CPU with a completely unsuitable GPU combination.

GTAV will pack it safely. High settings with approx. 60 - 70 FPS are safe!
But for "serious" gaming you should get a real tower PC with a "real" graphics card and CPU.

The normal 1650 on desktop has no 8gb RAM… Are you sure that your graka has 8gb RAM?
