Why do I only have a high ping on my laptop?

I've had a ping of 400-1000 for several days in a few seconds, but the ping is also lower. On my phone download and upload is also good. With my brother, the ping is always at 20-100. Our Internet is actually pretty fast and powerful, it is not at our router or wireless amplifier. I've already tried everything, but strangely it's not on any app. Unfortunately, I do not know all that well with PCs.

How and with which device do you have the problems? Is the device connected via cable or WLAN (and if WLAN: directly on the router or via the repeater?).

I've now run the Pathping command from the search bar on Windows 10. Unfortunately, no window has opened.

You must first open the command prompt (cmd).
