Recently every video stream on my laptop has stopped. No matter whether YouTube, Netflix or any other platform. It only works well when the quality is low, despite the good Internet. Is that due to the graphics card? Or can there be other reasons?

I'm now relying on you to state that the Internet is reasonably up to date in terms of speed. Standard about 100 - 300 Mbit (12.5 - 37.5 Mbyte) nowadays.
Clear the cache of your browser, because it may be overcrowded and the browser can no longer grab it. Otherwise you can alternatively delete the history, but it will most likely not be because of it.
To the Internet: on all my other devices it runs great with the highest video quality. 👍🏻
Okay then it can't be the internet.
You can also try another browser to see if it is stocking there. If not, then it is definitely up to the browser you are using.
