I will soon be 16 and for the Ps3 there are no new games more and since there are always current games for the computer eig I probably wanted to get it. Definitely pro's at PS4 is the low price. A console with a few games and two controllers costs 300 euro today. Con is that pretty much all games are paid.
But if the PC is well equipped, and that's 800 euro, then you can take years with it. With the PS4 but also logically, but should come in the next two years, the PS5.
The PC has a huge number of games for free.
Do you want to assemble the PC yourself, do you have one or do you want to get it sent together? The assembly can cost up to 100 euro.

At 800 euro, I would first start with mediocre parts, you can always upgrade, especially light graphics card (old out, new in, ready) Monitor and mouse / keyboard / headset
PC is more flexible than laptop and usually higher performance for less money.

The 699 is not really bad either.
Laptop really only if you want to gamble on the way… Partly laptops cost the same with the same components as a desktop PC, so you should think twice, yes.
