A weaker CPU is usually enough for beats… But when it comes to edm or even rock and pop, it gets more difficult… Real instruments need more processing power to sound good… If you want mixing and mastering it should definitely be a faster CPU with a lot of memory! Unfortunately, you have no information about budget, whether you want to build the PC yourself and whether you want to upgrade your PC or need a completely new one.
You don't need a blatant PC for FL-Studio. The requirements for music programs are significantly lower than for video editing.
