Even Apple won't do anything.
To do this, you can simply go to the https://iforgot.apple.com/password/verify/appleid and reset your iCloud password.
Fortunately, cell phone shops can't simply unblock this, as the whole block would then be unnecessary.
Otherwise, Apple will only unlock it for you if you show them the invoice and your ID.
If it is really stolen it has to be handed over to the police

Return the device to the seller. This is a hidden material defect and you have the right to do so. You can't do more than that. Only the rightful owner can have the iCloud lock removed from Apple with proof of ownership.
