So I have when I have the LAN cable in my laptop plugged in a ping of about 1300.

Is that ok for gambling online games?

It really depends on what exactly you want to "gamble".

In general, a ping of less than 100ms is sufficient for online games.

If you want to play a shooter game, then a ping below 50ms would be recommended.

I hope you meant 130ms and not 1300ms. But if you have not made a mistake, then your ping is probably not suitable for playing online.

There's something lazy about it. A ping of 1300 ms is nowadays only if one uses one of the rare IP connections via satellite (eg in any research projects), or if the line is really hopelessly flat.

Usual ping times for DSL connections are between approx. 8 and 40 ms. Too heavily loaded counterparts maybe even 60-80 ms. But everything about it is pathological.

A signal delay of a good second in a home network is already considerable… That would only if it would run over hundreds of switches, etc…

I assume that this is an address conflict. Disconnect the wlan before connecting the device via the LAN cable. If that does not help, once again set up the lantreiber of the device…
