The Surface Pro is quite nice. In the Windows story, the 5th Generation currently costs 840 euro (with or without pen and keyboard, you should have a look). That would be over your budget. For a working laptop, there should be a balance between CPU speed and memory. You should not have 4GB of RAM. And, if you have 4GB, the CPU should be good.
