Which Windows system should I install?

I got an older laptop from 2011 from someone in the family who is currently running Windows 7 64bit. As the Windows 7 support expires soon, I wanted to make this evening and install a newer Windows system.

The laptop has an AMD Dual Core with 2x2,1 GHz, 4GB RAM and 160GB HDD.

Which system should I install there? More like Windows 8.1 or Windows 10?

I would recommend Windows 8.1 as well

Since the hardware is old and win 10 favored by MS, I would consider whether it could not be Linux. For example Linux Mint or maybe Ubuntu etc.
