Since tomorrow is Black Friday and my notebook is out of date I would like to buy a new notebook. Do you have any suggestions which I could buy? With the notebook I want to program and budget is 1000 euro
You can already program with a notebook for 100 euro, which you buy used. Or maybe 10 euro. Because that was 30 years ago with punch cards (Google tells kids what that was).
It depends on your applications.
This only applies to students who think they can program after writing a few dozen lines of code.
If you want to write realistic programs, you need a serious computer. I would not want to use a clear under 1000 EUR.
1000 is a lot of money.
You do not need much to program.
My 15-year-old 17 inch notebook is enough for that. (by the way, only 4Gb of memory, but 512Gb SSD.)
A good book should like to have 8 GB ram, its own graphics, at least a 512 SSD, a Retina display. Apple installed something like that. That's the best of the best. And I'm really not an Apple fan, because they only give one year warranty in Germany. Warranty. Are 2 years, but after one year prove that there's a mistake since production. Since the industry has come up with a super law.
So if Apple buy in Denmark. As a little tip. The law in Denmark provides 2 years of real warranty. No ifs and buts. And lo and behold… Apple grants 2 years warranty in Denmark. What a miracle. You also have to guarantee the guarantee.

What should a "realistic" program be?
A simple game can be written under Dos 3.11. Also an opinion poll, an app, a calendar, a notebook and much more.
I can hardly think of a program that a student wants to have that would have a lot of computing power. I write about comparative probabilistic models. Yes, you need that. But does that want a student? Or wants to browse the huge databases?
Basically, slim code does not need that much capacity. One does not need to overburden the programs graphically.
