How does the toaster test work for laptops / PCs?

Someone on TS once mentioned him with an explanation but I forgot about him.

The only thing I know that it was related to a game that you don't need a graphics card for

CSGO and that as smoothly as possible, i.e. 60fps

The toaster test runs as follows:

You start CS: GO
You then try to play CS: GO at around 60 fps
Test was carried out
