Would like to know which one has the better processor, would like to buy a laptop on Sunday with the 19% promotion.

That's hard to say… But the better overall performance is ultimately provided by AMD:-)

The i5 will be a little faster. This is mainly due to the fact that it can allow itself 28 watts, the Ryzen only 15. In addition, the Ryzen is slowed down a bit by the RAM

Both laptops are too expensive. As far as the APUs are concerned, they are both very similarly efficient, the core i has a slightly higher single-thread performance, but only four cores (with HTT), the 4500u is a hexacore (without SMT), and the Ryzen should have the lead when it comes to multi-thread performance.

The IGPs are both excellent, in fact the Iris Xe is now even a tad better than the Vega, especially since the Ryzen computer has built in terribly lame RAM, an absolute no-go for an IGP.

I wouldn't buy either computer at that price, but I would probably find the core i a bit more attractive.

If I get the 19% cheaper with the i5, it is still too expensive or is it okay for the price?

I need an office laptop up to 700 euro, I'm open to alternative suggestions.

As far as I know, waiver of VAT on all articles is still just a rumor. If it is indeed true, the deal is good but not exceptional. You can get calculators with the 4500 for ~ 580 euro without any discount:
