My laptop (16GB RAM) does not use around 6GB RAM even when the application is running. Maybe someone would have a solution for that.

Most of the time there are antivirus programs running in the background, but I definitely wouldn't quit them. But something like Voicemod or Skype can run in the background and, when not in use, only eats memory.

But they are cleared as soon as they are needed for relevant things, they are not permanently blocked but the content of the RAM is dynamically filled with relevant data. When idling, data is already held that you might use right away and thus the system runs faster, if I start an application that requires a lot of RAM, RAM is released for this application.
The 6GB is not for NIX but for the operating system.
And a not insignificant part of it is VRAM - hard disk cache that Windows makes sensible use and releases again when necessary.
