Quite normal for a HDD on the Windows has been installed for several years. Over time, they just become extremely slow.
You should reinstall Windows, then everything runs smoothly for a while, or you buy a SSD directly and do not have to rebuild the system every few months / years.
Win10? - Then I would assume that there are preparations for a Windows update.
Look in the Task Manager> Processes to see if certain Windows service hosts are busy with the disk.
A confirmation for this you could find in "Settings> Update and Security> Windows Update".
It's best to reinstall Windows. Otherwise you can do the following without reinstalling:
Disk Defragment
Remove all programs from the autostart
Anti Virus System Uninstall (usually nothing, because really dangerous viruses disguise themselves)
Turn off automatic Windows updates
