Are the images you want to open located on the internal disk or externally (USB stick, external hard drive)?

Ok, then you have at least found a way to open the pictures at all.
One possibility would be to initiate a "Windows refresh". Only the system files are reset to the original status. Personal data are retained.
How to get there: "Settings" → "Update and Security" → "Recovery" → "Reset this PC" and then "Keep my files". But: You will probably have to reinstall programs that you installed yourself afterwards.
Otherwise there would still be a manual search for the cause of the error in the system logs. There you get there: Right click on the start button → "Computer Management" → "System" → "Event Viewer" → "Windows Logs" and then either "System" or "Application". There you can turn on a filter on the right side to the event level "Critical" and "Error" and then look for the error described above.
You can also take a look at the "reliability monitoring". You can find them by simply entering "Reliability monitoring" in the start menu. There the system lists errors that occur during operation and gives a context to the error if possible.

The photo program has not worked for me for some time. Maybe you have to reinstall it?!
I do not use this supplied scrap for several reasons. Recommend Irfanview or XNview for quick viewing, easy editing, and GIMP for more complex ones
