USB stick modem timeout?

If I use the USB stick on my new laptop, then I can find the default gateway (cmd> ipconfig), but not on my old laptop.

What could be the reason?
I get "Timeout" after inserting the USB stick on the old laptop.

What are the operating systems and what kind of "USB-Stick" is it? Probably a USB NIC? Or how should I understand that?
