Uh there you have a point, that depends on the keyboard too, because I assemble my keyboards myself and do the assignment at hardware level, so to speak, I can't tell you what is standard there. For me it is on the hardware level that when I press the Fn key I switch over 3 layers (so don't have to hold) - but then the Fn would be the only exception. In any case, my FN key is the only key that I can't use in powertoys and this is not surprising in my setup.
