No program can turn a regular screen into a touch-sensitive screen. Appropriate hardware is required for this, which is able to register touches and transmit them as a signal.
If you think you want to draw on an ordinary laptop screen, then I have to agree with Limearts. This is not possible because the ordinary laptop screen has no touch function. If you want to draw on the laptop, I recommend a separate graphics tablet if it does not work well with the laptop mouse. This is enough for me, but I draw little digitally. If you want a graphic tablet, I would advise you to use a used one at the beginning, then you know whether you feel comfortable with the tablet at all
If your question is about drawing programs, I would recommend GIMP. It is free of charge and, in my opinion, is very easy and easy to use with the appropriate training period.
