The battery of my laptop charges easily, but if it is at 100% it stops charging and restarts after a reboot.

This is because your laptop probably has an overload protection so the battery does not break.
There are several programs with which you can set such method to allegedly keep the battery fit.
eg. Lenovo's name is Lenovo Energy Management, Fujitsu's Battery Charging Control Update Tool, Samsung's Battery Life Extender, and so on.
Under certain circumstances, the settings often remain even after a new installation of Windows because they are stored in the embedded controller.
So I would first install the appropriate in-house software and see if there's nothing wrong.
