for such a PC a lot of cores and a lot of RAM would be important… Streaming in "very good quality" is such a thing… Eats enormous resources… I would rather stream 1280 x 720 …
The optimal CPU would be the Ryzen 3900X (12-core plus hyperthreading / SMT = 24 threads). But it is too expensive.
If you buy now, I would recommend Ryzen 2700 (X) … By the end of the year (when the new Ryzen 4xxx come out) you will probably get the 3700X for ~ 200, - Taler.
