Mobile as a remote control for PC?

Can I use an app or something on my phone as a remote for my laptop? I would like to be able to start programs on my PC via this remote control. Is that something?

This should be done via the internet if possible.

I want to let someone "paws" and a .exe launch.

Yes, I have an Iphone, since the app is already preinstalled.
