Can I play and edit or cut films on Blu-ray and DVD (imports and German retail versions) regardless of the copy protection on the notebook? If so, what kind of equipment or software is required?

St

You need at least a DVD reader for DVDs and a BD reader for BDs.

DVDs are less of a problem when it comes to reading, you can watch them on any computer with a drive.

Blurays need special software with appropriate license keys

Editing is not possible, but playing.

You can use the VLC player for this: https://www.vlc.de/

Then you have to install the following:

libdvdcss: http://download.videolan.org/pub/libdvdcss/1.2.11/win64/libdvdcss-2.dll Then copy it into the VLC installation folder after the download.
And one more thing: https://www.videosolo.com/de/tutorials/play-blu-ray-with-vlc.html
