Fast, 8GB RAM and 300 euro is difficult.
If the laptop is only for surfing, you don't need it anyway. There's also some 10 year old carrot with Lubuntu.

So it is clear that you are looking for a good laptop for little money, but it is almost impossible to find a new laptop that has 8GB and costs less than 300 euro. Used may be possible, but you won't find a new one there
Tip on my part: either look at the shops (cheaper notebooks and such) in the B-goods or reputable sellers on Ebay. There are often very good leasing returns (refurbished) that are really good for something. Found my very well-equipped Toughbook, which is otherwise almost priceless.
