Usually the WLAN itself is freely accessible and can be connected. After that, when you try to open a page for the first time, the login page in question is normally opened where you can enter your data.
This is probably a WLAN, which you can connect to without a password, but then have to enter a password on a website to access the Internet.
Please check whether there isn't a free WLAN.
Otherwise, you can certainly ask the reception how to do this.
No, you have been given a username and password and then have to log in to the website there in order to get the Wi-Fi.
First you have to connect to the WLAN as normal, similar to what you know from home. Only there's no password requested.
If you have a connection there you will automatically be redirected to the login page. There you have to log in with your username and password. Then the internet is activated.
But don't expect too much. I have hardly had good internet in hotels & co.
If you log in to Wi-Fi, you will normally be forwarded via DNS to a page that you can open even as a user who is not logged in.
To bypass the dns cache try calling up pages in the address bar that you haven't been to, e.g.

Normally you will then be redirected to the login page.
