You need an admin account or reinstall Win with Win Bootstick. It is not for nothing that Win creates such an account during installation. Delete all partitions and let Setup automatically create new ones.
Create a bootable USB stick with the Mediacreation Tool for Windows 10. Boot from the sick, delete the internal data medium in the following dialog and then reinstall Windows.
