I wouldn't buy one for less than 400 euro and it should have at least one Intel i3 CPU.

For so little, all you have to do is look for a reasonably usable used device.

For less than 300 euro you only get what is used.

It doesn't have to be bad, but it also has to be sufficient for your needs.
