I'm looking for a notebook, which is mostly used in the university. Below I list their requirements which I expect:

cpu: best Intel, but I'm open for everything

SILENT FAN or almost no noise
You certainly do not need a strong laptop. Guess you're going to have to write some pretty simple programs, it certainly does a laptop from 5 years ago.
Would rather focus on weight, battery life and appearance / feel. It's stupid when your fellow students squat with their smart Macbooks and you arrive with such a bread box.

They hardly differ, the only differences are the size of the display and the processor, otherwise they are almost identical.
The new Microsoft Surface Laptop 3 is available from 900 euro and offers similar / same good quality as a Macbook and is in the cheapest variant sufficient for your needs.
Its big advantage is the 3: 2 screen ratio. This gives you a lot of room to work. You may also find a suitable Surface Laptop 2 in the remainder.
Important: Depending on what you are programming, a slightly more powerful laptop is worthwhile. Scripting languages will not need performance. Compiler languages, however, already. With a stronger computer, you'll save a lot of time that you otherwise spend waiting.
