Laptop processor set at minimal performance?

Since yesterday my 1 month old laptop has been running very slowly. The task manager also says that the processor only runs at a speed of 0.4 GHz. Tried a few things now, but the processor doesn't want to go up. Even if I use sophisticated programs, it doesn't go well.

Does anyone know what I can do?
