I have to write a story for the school on the laptop. In books, the quotes are always so half "arrows" (»«) but on the laptop, there are only these quotes (") How do I get that on the laptop or there's not one again there (" ")? Can I find them? And if they do not exist, should I take them ("")?

PS: I'm writing on my cell phone so I could use the (»«).
