Well, sometimes something breaks, and computers are not very fault tolerant
you probably do not have windows cd, laptops are practically only delivered with reset partitions that you do not use in this case
but you can try to start windows in safe mode (press f8 on startup) - in the mode windows files gets from a safe folder, in which also the displayed ci.dll could be present intact
Once you have started up in the safe, you do not need to do anything, just restart
addendum: is the laptop just too hot, z.b. With plenty of videos, then such a mistake would also emerge, and after a cool down everything would be schnicki again…
