Sims3 Toddler just does not age?

I got twins at Sims3 and both have aged quite normally from baby to toddler (all other older kids have always aged the normal way). The boy is aged at the birthday to the child but the girl is not. I tried everything so reseten, cake, cheat, reboot Sims, debug Enabled installed, controlled settings and just wait but it just happens NOTHING, and if I go on testingcheatsenabled true on sim then just load nothing and I have to restart the laptop, Does anyone know what I can do to help her age?

• Have your family move and test whether the child can age.

• Do you have mods / downloads in the game? One of them could break the score.
