Buy used laptop completely refurbish?

I wanted to buy a used notebook which used to be one of the strengths (EliteBook, Probook or a similar one). Now the question is, what do I have to do if I have bought it? Should I install a new hard drive? Update company firmware or update bios… Should I do something so that the PC is new or not?

I would like to have him set up like a new one, not that any programs could be on it odrrso…
