Windows continues stuck?

My laptop has been causing problems since this morning. First the operating system and now nothing works. And although when I turn on the PC, Windows will continue. That happened when I wanted to activate the safe mode. What should I do now?

I would say that the Windows copy is damaged, look on Youtube for a tutorial on how to install Windows.
