Notebook neither turns on nor off?

My notebook just hangs, it doesn't turn on or off, it's frozen and when I close it and open it again, nothing changes or when I press on and off

Try to hold it down

Hold down the power button until your laptop goes out.

Hold the power button down until it goes out.
If that doesn't work, remove the battery.
