If the hard drive has been replaced, the required recover has of course been lost. - So you will have to reinstall.
To create a new installation DVD, download the Win7 ISO.

You can see which Win7 edition is installed and your product key is valid under Control Panel> System.
The Win7-ISO burn with a suitable burning program, such as "CDBurnerXP" as ISO on a DVD.
If you should be interested in Win10, you could alternatively install Win10 and activate it by entering the Win7 product key.
