As I said: You redeemed the key (on Steam). Download Steam on the new device and log into the account.
First of all the basis:
Games for Steam (even if you bought them on CD / DVD) have to be "registered" when you install them for the first time.
You do that with the enclosed code.
The game is then linked to the Steam account with which you were logged in when you entered (registered) the code.
From then on you no longer need the CD / DVD, you can now download the entire game from Steam (instead of inserting the CD / DVD) if you want.
The entered code is also useless from now on because it has been redeemed, "used up" so to speak.
Solution:
On every computer on which you want to play your games, you simply have to log in to Steam with your Steam account.
You can then download and play all games that you have registered on this account on this PC.
