Recover deleted Instagram photos?

Can someone help me recover photos? I accidentally deleted an image from Instagram a few weeks ago. The picture was saved in the gallery, but the cell phone is broken and no longer works. I tried to connect it to the laptop but nothing happens. Unfortunately I have not saved the data in the cloud or on Google. Does anyone have any ideas?

Does the display go on when you plug it in for charging?
Did the cell phone go on its own or what happened to it (fall, water damage, …)?
What model is it and (if known) which OS is on it?
