Is 4G Ram different on Windows than it is on Android?

My laptop was really terrible with e.g. 20 open tabs when I only had 4GB of RAM, but my Android tablet and mobile phone with only 2GB of RAM can handle up to 100 tabs without any problems. Would it be the same if I buy a 4GB RAM Windows tablet or the problem is with Windows everywhere.

4GB of RAM is very little on Windows. It should be 8 / 16GB.

Android is designed from the ground up so that many applications run in parallel - precisely because smarthones have a limited RAM budget.

Windows generally requires a lot of memory. You should have at least 8GB of it so that you can work with it properly.

I would install the free Cloudready operating system on a laptop with only 4GB RAM. This turns the laptop into a Chromebook. Cloudready runs extremely quickly and requires very little system resources. The browser starts without delay. Here is the download: https://www.neverware.com/freedownload You need the USB Maker and an empty formatted stick with at least 8GB. After the installation, Cloudready occupies approx. 12GB on the hard drive / SSD. The only thing that is not yet possible with Cloudready are Android apps.

P.S. Cloudready was taken over by Google. Google wants to turn it into a full-fledged Chrome OS that includes the Google Play Store.

Not yet. If Google has now turned it into a full-fledged Chrome OS, then Word can be installed via the Google Play Store. There's also an express version of Photoshop for Android.
