What does he have to do: I need him for school (Word, Excel and Power Point), listening to music, doing everyday things and playing the Sims. He should run smoothly and fast. I would prefer a 15 or 17 inch display.

I would recommend you a good used one.
Basically enough for school and a few other trifles a simple office device, but if you then want to play games, I would opt for a multimedia device with a processor Intel Core i5 or something equivalent of AMD. Depending on which Sims version you are talking about, it may not work in the highest settings, which you probably know. I do not know the game too well, but I have heard that there's also a laptop mode there to improve the performance.

It is a 15.6-inch device with a matte Full HD display. An Intel Core i5-8265U, 8 GB RAM and a 256 GB SSD are installed. The processor is sufficient in any case and an SSD provides in comparison to a HDD again for a decent speed boost.
