Whenever I connect the cell phone to the laptop with this USB charging cable, my cell phone charges, but it doesn't show me that I can save pictures. How do I do that?
You can simply send a picture from your mobile phone to an email address, which you can also access on your PC.
However, you have to bear in mind that this is strongly compressed.
You have to activate the file transfer on the mobile phone and agree that the laptop can access your mobile phone.
Otherwise just upload the picture to Google Drive.
Under Explorer / This PC you can see devices and drives. The cell phone should then be listed there.
I also have to confirm on my mobile phone that the PC can access the photos.

If this does not work as described above.
If the device does not want to transfer the files directly, then I would activate USB debugging via the developer options and then the option for file transfer should pop up when connecting to a PC / laptop, then you should send files and images back and forth without problems.
If there are dozens of GB and send and download them by e-mail, it would feel like a mess.
Yeah okay, I'm talking more about 1-2 images xD
Otherwise just upload it to Google Drive or whatever it is called.

Once the USB connection is established, it must initially be released frequently on the mobile phone.
Then appears in Explorer> "This PC" to the left of the local data carrier (C. Your mobile phone symbol> double click on it> Phone> DCIM> Mark selected images> Right click copy (Ctrl + C)> Mark target folder on the laptop> Paste with right click (Ctrl + V).
