Fix OOBeLocal?

I wanted to update my free laptop to Windows 10 Home. But now this error message always comes up (see picture).
and I'm looking for answers on how to solve the problem

Reinstall the system but don't connect it to the internet. Just do the installation, then you can reconnect everything to the internet.
