I would really like to get minecraft on my laptop, but I have no way of paying for it with a credit card because I don't have one, so the question now arises whether I can buy it in cash using a download code or something similar. I can't get the game as a CD either because my laptop doesn't have a drive, so this is out of the question.

No, you can buy them at any age.
However, you have to make sure that the shop also allows payment WITHOUT a paysafecard account, then this is not a problem. You would have to be 16 years old for such an account; I don't know that now, of course.
