Almost every mobile phone provider also sells so-called "SIMLock offers". There's a collective agreement with a price-based cell phone. The SIM card is then contractually - and also technically - bound to the cell phone. This commitment can only be released / unlocked at the end of the minimum contract term (usually after 24 months).

If your SIM card is not such a SIMLock card, and if the SIM is also enabled for data connections (LTE), you can insert it into any device, provided it fits the size! You just have to set your access data in the menu of the new device.

If your notebook has Wi-Fi, you can also use the internet connection of your mobile phone via Wi-Fi with the notebook - the so-called tethering. This saves you the constant switching back and forth of the SIM card.
