That sounds stupid to people who may have had a clue about it. However, I have a cell phone that I no longer need that has 4GB of RAM. Now I thought, since you can use laptop RAM with adapters on a desktop, that maybe you could do the same with Handy RAM.

The RAM in a cell phone is firmly soldered to the so-called SoC.
You can't really get it removed with home remedies.
Secondly, there are no adapters to buy for it. Notebook RAM and PC RAM are the same except for the form factor. You will probably not get a RAM from your cell phone simply adapted.
No, you can't. Completely different components, there's no way to get this into a RAM slot.
