Why is my laptop lagging GRUNDLESS more outside than at home?
A little more details? What exactly do you mean by "lagging"? Do you mean the general performance or e.g. The loading of websites? Where does this occur?
What do you mean by outside, what do you mean by "at home"? Do you use LAN or WLAN at home? Do you also use your WLAN or a WLAN hotspot or 3G / 4G via a corresponding module in the laptop or via USB "outside"? => Connection could just be worse
Do you usually only use your laptop "at home" with the power supply plugged in and "outside" only with the battery? => Other energy options via battery vs. Mains operation. It's easy to set.
There are countless things that one could still ask… An imprecise description of the error does not help, it only raises more questions…
Did you connect it to the charging cable at home as opposed to outside? If so, then in mains operation I guess "maximum performance" is used as the energy saving plan and in battery operation something else, such as "balanced", which is then a balance between the performance and the power consumption. You have to take a look at the energy options.

I can't find an option to adjust that right now either. Have you ever checked whether my guess is correct, i.e. Whether you are using a different energy saving plan for battery operation? By default you will surely also have maximum performance, right?
